At level one, the situation is perceived as typical, and the decision is made based on expectancies, cues, goals, or actions. Level 2 involves the diagnosis of the situation, to assess if actions make decision sense. Level three is about the cycle of modifying the actions if necessary. The decision-maker conducts a mental simulation exercise while evaluating actions.
